Anthony Cheung Bing-Leung As Vice Chairman of the Democratic Party, Hong Kong's largest and most popular political party, Dr. Anthony Cheung Bing-Leung has been a long-time championed democracy and the rule of law in Hong Kong. He is known for his commitment to political and economic progress and has been a pioneer in the development of political institutions in Hong Kong. Dr. Cheung has served the public for more than two decades as civil servant, Legislative Councillor and professor. Education and Background: Born in Hong Kong, Dr. Cheung received his university education at the University of Hong Kong and doctoral degree from the London School of Economics. An academic by profession, he is an associate professor and head of the department of public and social administration at the City University of Hong Kong, specializing in public administration theories, civil service studies, administrative reforms and Chinese government and politics. Dr. Cheung helped found the journal Hong Kong Public Administration and served as its first editor. Before he joined City University in October 1986, he worked with the Hong Kong civil service, serving in various government departments, including the Government Secretariat and the Independent Commission Against Corruption. Political Career: Dr. Cheung was a founding member of Meeting Point in 1983, the first local political pressure group and intellectual body to support Hong Kong's return to China. Like Dr. Cheung, many of Meeting Pointís core members have gone on to play key roles as leaders. In 1994, Meeting Point and the United Democrats of Hong Kong (UDHK) co-founded the Democratic Party, which went on to overwhelmingly win the September 1995 elections. Dr. Cheung was a member of the Legislative Council from 1995 until 1 July 1997, when he was ousted from the legislature. He chaired the Education Panel while he was in office. Dr. Cheung continues to serve on a number of government advisory committees, notably the Housing Authority. He is also a Director of the Hong Kong Policy Research Institute and Chief Editor of its Policy Bulletin. In November 1997, Dr. Cheung was nominated by the party to stand for a seat in Beijing's National People's Congress. As the vice chairman of the Democratic Party, Dr. Cheung also heads its Central Standing Committee and the China Affairs Committee. Personal: Dr. Cheung is married and has one daughter.
